An analysis of the serious problems arising from the so-called frozen conflicts in the post-soviet region forms the basis of this policy paper with particular reference to human security in South Ossetia, Abkhazia, Nagorno-Karabakh and Transnistria. Despite many similarities among them, the entities are not entirely homogeneous and since the conflicts vary in severity and scope, an individualized approach is required in the provision of much needed human security in each.<br />

After tensions between Armenia and Azerbaijan flared in April 2016, the international mediators stepped up again, but there is little hope that they would ever be interested in solving this problem. April deadly skirmishes along the line of conflict in Karabakh, the so-called “four-day war,” highlighted the need for a reinvigorated international mediation effort. In recent months, the idea of sending an OSCE armed police mission to the Donbas has become Kyiv’s idée fixe in the same way that holding local elections in the Donbas has become the West’s. However, rather than promoting unrealistic plans aimed at outplaying such an experienced trickster as the Kremlin, the West and Ukraine would be better served by insisting on step-by-step implementation of the Minsk agreements, starting with the comprehensive ceasefire. And if it fails, then together they must develop a realistic alternative.<br />

The Dutch referendum about the EU Association Agreement with Ukraine leads to uncharted waters on several fronts.
